Carmen Rodriguez

Director of Enterprise Financial Planning & Analysis

Carmen Rodriguez serves as the director of enterprise financial planning & analysis at the University of Michigan, where she leads the university's annual budget planning process for Business & Finance and oversees the consolidation of the institution’s all‑funds budget. She also directs budget variance analysis efforts, partners with campus units on budget planning practices, manages U-M's enterprise budget system, and provides financial reporting and planning support across the institution.

Throughout her career at U-M, Carmen has focused on strengthening financial planning, forecasting, and longrange modeling. She has led major efforts in annual budget development, financial reporting, strategic metric design, and the implementation of bestpractice planning models. Her experience is grounded in years of providing handson financial leadership to a variety of U-M units, each of which have complex and different financial practices and objectives.

Carmen began her U-M career in the Office of Financial Analysis—now known as Enterprise Financial Planning & Analysis—after first serving as an auditor on the PwC team assigned to the university. Over the years, she has held several key leadership roles, including assistant director of financial services in the Office of the Dean at the U-M Medical School, senior business manager in the Office of the Vice President for Communications, inaugural director of Fleming business services (now Executive Business Services), and vice president for finance and administration at the University Musical Society.

Carmen holds a BS in accounting from the University of Michigan–Flint.
